This is correctly identified as a caddisfly. I think almost certainly in family Leptoceridae, one of the 'Long-horned caddisflies'. These seem to be the commoner ones that people find resting on vegetation during the day. It's not possible to identify it further, even though the photo is rather good, as the features needed for ID are not clearly visible.
