this is not a species of Stenopsychodes, but is probably a species of Baliomorpha, family Hydropsychidae

A Caddisfly of genus Stenopsychodes (Trichoptera: Stenopsychidae); iNaturalist has several records of it in the Snowy Mountains and north-east Victoria, but without a species name. It's possibly S. montanus, which has been recorded in the ACT.

It appears to have four wings so that rules out it being Diptera. As yet I have not found an ID.
