if it is hairy on both surfaces, then it is not H. rivularis, which is glabrous.
According to VicFlora and PlantNet, the Hydrocotyle species with hair on both surfaces (out of the ones on CNM list) are algida, tripartita, laxiflora (all terrestrial, not aquatic) and maybe sometimes sibthorpioides. (amphibious)
Its a puzzle: the plants close up (main photo), in a terrestrial habitat, are hairy so are not rivularis. Plants in water may be aquatic, but could be terrestrial in a shallow run-on area after rain: its not easy to see if their leaf surfaces have hairs.
