It's definitely Psilosticha, as Phelotis have branched rather than linear antennae. I believe it is Psilosticha mactaria which is common on the coast and nearby mountains but has also been recorded in the ACT. It is larger than P. attacta and absorpta, and I think has slightly broader wings. It's hard to separate P. mactaria from P. absorpta using single forewing photos, but in this report the clear underside photo matches set specimens very well. P. attacta and absorpta are a little different on the underside. The other moth in first photo in Stathmopoda crocphanes.

Yes, the underside shot does seem to better match. P. mactaria- although the hindwing lacks the spot that appears on Michael B's image, see Sighting 3386432 which also appears on LBH.
