Only a few with this unusual growth from the stems. Is it caused by herbicide? Thousands of other plants, some of which have been poisoned.

There were empty seed heads on long stalks. I did not see any at the base.

I am concerned that this plant is not an Eragrostis, but rather an Austrostipa. Austrostipa verticillata can have that weird growth on the stems where it branches like that.
