How confident are you with your ID? I can't really tell what this species is from this image alone. Normally the foliage of Poa lab flops over in a larger tussock. In contrast the foliage here is more erect.

It was definitely serrated tussock.
Corrected a couple typos, there wasn't spraying, meant to say 'staying'. NPWS would do well to spray though.

While I can't really tell what this is from the photos, there aren't many other large tussock grasses that form dense patches like this and have the same form. The fact there has been spraying in the area would also suggest this is serrated tussock.
