Juncus effusus is not (yet) on CNM, and is not listed in ACT Census although it occurs in our region, according to Plant Net. Unfortunately I can't see details needed to confirm this as Juncus effusus so I'm suggesting Juncus sp. Other moderators may have more familiarity with this.
good places to start: observation about pith in culm (continuous or interrupted): close up of fruits (capsules) showing length of tepals relative to capsule. but ID is quirky, as several Juncus are immediately recognisable from their inflorescences without these details. you can get some idea about which these might be from the CNM gallery of Juncus species.
