Flower not open. Sorry for poor photo quality. I think it's this uncommon Greenhood (from leaf and descr in Photographic Guide to Native Plants of ACT - Meredith Cosgrove book)

Hi Deb. I don't think this is an orchid. Greenhoods aren't hairy like this. I wonder if it might be a Wahlenbergia.

Wahlenbergia, but it has been attacked by a flower galling midge (the hairy growths), see Dasineura (Flower-galling Midge)
