Looks planted. The site is a small dam on a creek-line, lined with rock and looking very urban, not at all like a farm dam.
If planted, is likely the source for propagules colonising the two bigger waterbodies further down the creek line(as previously recorded in CNM).
The creek-line was extensively modified in 2004 and the ponds were created downstream. Much planting was done and the rushes/sedges were planted at the time rather than spreading. Google Earth lets you see the images from 1985 onward.
