A colony of Cotton lavender, Looks like it was planted but I was under the impression that the only plantings and Lyneham wetlands were native.

This is not Santolina - looks like a Chrysocephalum but leaves seem wrong for local apiculatum species possibly a cultivar or other non-local species?
