I don't think the living tussock is serrated tussock - looks more like a pea or other native grass

Having spot sprayed millions of the things at all stages of development, I am sure that this is one.
Obviously easier to tell at a later stage when in full flower with big hairy heads about to blow away.

I was only exaggerating slightly when I said I had spot sprayed millions of Nassella trichotoma. Yes, Poa tussocks were also present, but I could distinguish between them and serrated tussock. I am very certain that the plant in question is serrated tussock just coming into head. When we moved to a large hill property with a serrated tussock problem 20 years ago I quickly became an expert in serrated tussock identification.

I have uploaded a wider view of the hillside showing a range of tussocks.
I have also loaded another group of photos of flowering tussock from another part of the farm at a slightly later time of year in 2010 - see
Nassella trichotoma (Serrated Tussock)
