I think we cannot distinguish E. bispinaria from E. excursaria without seeing a lot more of a hindwing.

The article on the Identification of Ectropsis species on the Part 7 cd suggests that for E. excursaria: Male antenna with short fine pectinations (~2x width of antenna) vs E. bispinaria: Male antenna with very short, fine pectinations (~1x width of antenna). Is this enough to suggest that it is probably E. excursaria?

I would vote yes for that, but bear in mind that a male E. excursaria may fold his pectinations, so their apparent absence is not evidence for E. bispinaria.
