many small Tree of Heaven plants between bike path and fence of the newer Chinese embassy compound.

I am not sure. The leaves usually have at least one small lobe near the base with a gland near the tip.
Do the leaves have an unpleasant smell when crushed?

When enlarged I can see bump at base of leaflet under which he glands occur. One for friends of Stirling Park to get on top off but I think this may be near a woman's area - so maybe a task for a female member of the group
