She may have just started foraging or she may simply be after nectar. Exoneura are among the few species that feed their young progressively as they mature, so they may not carry as much pollen as species that mass-provision the nests.

You will notice the long tongue on this bee that puts it in the Apidae and distinguishes it from the short tongues in the Halictidae and Colletidae
