I am not 100% sure. Plantnet says the flower clusters are 16-28 flowered. These are somewhat less than that. A lot of Hakea salicifolia was planted in inner Belconnen in the 1970's and I presume in Hughes a bit earlier.
Looks very much like Hakea eriantha which was also used widely at the time. With a plant of this size there would almost certainly be fruits available for ID.
It is very easy to tell salicifolia (soft floppy leaves) from eriantha ( thick stff leaves) in the hand but difficult from a photo. A photo of the nuts would clinch it one way or the other.
