Its hard to tell what this is from this photo, I think it is maybe Holcus lanatus, Yorkshire Fog.
Identification is much easier if you can get separate photos of the seed head, leaves, and of the whole plant. You can also put a piece of paper, or your hand up against the seed head to get a better focus.

Not Holcus lanatus, but there is so much of that I don't bither recording it. Few leaves and different inflorescence. I was relying on my phone to focus accurately because the image is hard to see.

Mobile phone focus is really difficult on grasses, I have the same problem and have resorted to taping some seed heads to a bit of paper and photographing it on occasion.
