They are two different species, and can be difficult to tell apart. The main differences between them (see Flora of NSW) are shown below: Euchiton sphaericus: Annuals; individual heads [within the inflorescence] mostly 1–2 mm diam., with a single bisexual floret [flower] per head. Euchiton involucratus: Stoloniferous perennials; individual heads ([within the inflorescence] 2–4 mm diam., with 3 or more bisexual florets [flowers] per head. The plant in your photo looks to be a perennial; the only way to 100% sure it is E. involucratus is to dissect the inflorescence and measure the size of the individual flower heads.
