About 20 shrubs, I’ve not seen this species anywhere else on red hill so I wonder if these ones have been planted.

Yes I have been wondered that myself. Given that they do seem to parallel Hindmarsh Drive I think they have been planted, but have never been able to track down any proof of this. Given that the Hakea is a local species we are leaving it alone even though it is self seeding. It also provides good small bird habitat.
