Looks like flaxleaf fleabane to me (can't find it the dropdown lists), what is maybe interesting is that something seems to have removed the top. I've seen this in various places, including where swamp and redneck wallabies are sometimes seen, so perhaps they are snacking on it occasionally? Kangaroos in our backyard did that to our corn plants once.
