This species has most likely been planted a long time ago on the road embankment (along with other non-local native species); there are a few more plants further along the road. Given the size of the small population (several adults 1.5-2 m tall and probably 15-20 saplings less than 0.5 m tall) it has the potential to spread, though will probably remain confined to the lower part of the embankment. I've collected a herbarium specimen (RWP 12440) and will hopefully be able to put a species name on it (though it could be a cultivar).
