Cocoon, like a case moth case, I think the insect has left and the brown pupal case head can be seen at bottom left in photo 1.

The larvae of many Australian species feed on Asteraceae, see the foot of http://lepidoptera.butterflyhouse.com.au/plants/aste/asteraceae.html
and many pupate in a cocoon between rolled joined leaves.

Thanks. We do know a lot of things it isn't. That rules out Psychidae. The small size rules out the Macro-Lepidoptera such as most Erebidae and Noctuidae, Notodontidae, Lasiocampidae, Sphingidae, most Geometridae. Being on Asteraceae rules out Oecophoridae.
