Atriplex semibraccata may be right but to be certain we need a close up of the fruit, with enough details to make out the shape of the leaf like bracts under the fruiting body - which as this is an historic photo can't be provided

Would you happen to have a photo of the leaves in more detail? I can zoom this image in but it is quite out of focus. From what I can see it looks more like Atriplex semibaccata (Creeping saltbush), :).

Sorry I did not take a close up. But I have uploaded a cropped section of the first photo. I also thought that the leaves did not show the characteristic shape for Einandia nutans, but they don't look like the leaves for A. semibaccata either, judging by the example in CNM.
However https://apps.lucidcentral.org/plants_se_nsw/text/entities/atriplex_semibaccata.htm has a picture with leaves similar to the one I found along the Waterfall Creek in 2012.
So I am happy with your id.

The fruit does not look like the fruit in other photos - and A. semibaccata fruits are said to be red, not yellow.

So I guess the photo is just not good enough to resolve the id.
