Possibly Tremella but lots of species - white in colour but dried out. On several planted Black Cypress pines planted 4-5 years ago.

I'd opt for dried sap - but I could be wrong. If you plan to go there again, take a spray bottle with water and moisten it. A Tremella will soften and become jelly-like again when re-hydrated, though it may take several sprays. Alternatively, you could of course just dribble water from a drinking bottle, but I've found a spray bottle to be more efficient use of water.

Dried sap it is! Will check the rest of the shrubs which I suppose had 3 years of drought after planting. Thank you.
