In Plantnet, it keys to Plantago gaudichaudii. However, the description of Plantago gaudichaudii, both in Plantnet and Vicflora, says that the leaves are 3-veined and the margins are entire or with several obtuse teeth. The basal leaves in your photos have neither of these characters. Though I cannot think the genus can be any other than Plantago.

yes, I did notice the description in both state flora for 3 veins. None of the photos I checked on Canberra Nature Map have 3 veins, and some had near identical leaves.
