I think this is Rhodanthe anthemoides.
The split between the two genera in the key to the family Asteraceae in Vicflora, is that Rhodanthe seeds are hairy, and lack mucilage producing cells, while seeds of Leucochrysum and another species (Hyalosperma) are hairless or with spherical mucilage-producing cells. The description of Leucochrysum seeds in Vicflora states that the seeds are hairless and somewhat mucilaginous.
However, on looking at the descriptions of the two species, the easiest character is the leaves. Leaves of Leucochrysum albicans are whitish, with dense cottony or woolly hairs. Leaves of Rhodanthe anthemoides are somewhat glaucous, the margins and midribs with scattered stalked glandular hairs, while the entire leaf has sunken glands.
