Is this a newly emerged adult? By body shape, possibly a male Blue Skimmer?

Yes - it is a VERY newly emerged adult. Which makes it VERY difficult to ID, especially from photos. The colour is not developed and the body shape is still evolving. Nevertheless, it doesn't look like a Blue Skimmer to me and I suspect it is more likely one of the Perchers, probably a Scarlet Percher. This is based on the current state of the two-tone colouration of the eyes, the beginning of body colour (particularly on the thorax), the thickness of the abdomen, and to a minor degree on the wing venation.
