Probably. The leaves and stems fit the description in Plantnet. Did the leaves smell of curry when rubbed? The orange stems in the photos appear to be dead foliage, not flowers.

Why is this a weed in some areas? Flora of the ACT says "apparently not common in the ACT" but CNM now has several records so maybe it is spreading. I came across Quarantine Proclamation 7P dated September 1935 which prohibited the introduction into Australia of seeds containing more than 20 seeds of Cassinia arctuata (the previous name) per ounce of seed mix so it must have become an overseas weed years ago. Another native plant contaminant prohibited as more than 20 seeds per ounce was Acacia armata (now Acacia paradoxa) currently being planted in the ACT.

Cassinia sifton is now in the online Flora of Victoria (FoV) key and a description is provided. In FoV the name Cassinia sifton was previously included under the name Cassinia arcuata. Now according to FoV Cassinia arcuata in Victoria is rare and confined to the north-west of the State and in SA & WA. However, in the abstract of Tony Orchard’s most recent go at the Cassinias in Australian Systematic Botany 30(4) 337-370 he indicates that “Examination of the type of C. arcuata showed that this name is synonymous with C. paniculata, and applies to a relatively rare taxon with whitish capitula arranged in short erect compact panicles, and found in Western Australia, the midlands of South Australia, western Victoria and (formerly) south-western New South Wales.” Sifton bush (as Cassinia arcuata) in http://weeds.dpi.nsw.gov.au/Weeds/Details/253 is stated to be an Australian native. It is considered to be a woody weed, readily invading some degraded lands, said to harbour vermin such as rabbits, foxes and pigs and dense infestations can be a fire hazard, and is unpalatable to most grazing animals and has been suspected of causing poisoning in lambs as well as causing allergic responses in humans.
