This photo is not clear enough even to be certain it is Plantago, let alone a species of Plantago. Plantago is an extremely difficult species to ID even in the hand. Photos should clearly show whether the flower stalks are ridged or not, what length the sepals are (field notes or ruler in the photo), and the colour of the tufts of hairs at the bases of the leaves.
