Possibly Pittosporum multiflorum, though the leaves of that species usually have small teeth. Way out of area if it is, and thus possiblt an important sighting, which deserves a photo with flowers and later with its distinctive fruit.

Could this be juvenile growth of Bursaria spinosa?

Not Bursaria spinosa. The spines of that species are only about 1 cm long, and the description of the widest leaf in relation to length is broad obovate, with a length: width ratio no more than about 10:7. I would call these leaves spathulate to orbicular.

Suggest possibility of Coprosma quadrifida (Prickly Currant Bush)? Though leaves perhaps too "fleshy" and lacking obvious reticulation.
