Being planted, it could be any Casuarina. Closeup photos of the stems and cones would help, as well as one of the whole tree and a note on its height.

The photo doesn't indicate size so I should have said the cones are 10mm long and 8mm diameter. The stems are very slim and you need a magnifying glass for the whorls of leaves. There are 7 female and 7 male (no cones) trees planted.
