I don't think this is a species of Echinostelium, since they are all small. Minutum is probably the tallest in the genus, but still only reaching about a half millimetre in height. Furthermore, the spore-bearing head is globose, whereas your photo shows an elongated head. There is a range of minutum photos here: https://www.gbif.org/occurrence/gallery?taxon_key=3213221. I think your photo shows lacewing eggs (e.g. see Neuroptera (order) (Unidentified lacewing)).
