Looks like a soft scale (Coccidae). Definitely not monophlebids/giant snowball scale insects (which are not true mealybugs).

In this photo: the forewings are covering the marginal ends of the prominent hindwing line. This end is stepped in E. excursaria and smooth in E. bispinaria, and this is the only simple visible difference between these two specie, so we cannot tell which it is.
