I think it is more likely to be sctensis. The secondary veins are strongly impressed, on the upper surface, which they are not in susbsp. betlina Both subsp can have curved down margins.

From the one leaf where there is a partial view of the underside it seems some of the main veins loop around before reaching the leaf margin (see the PlantNET images for the two subspecies). So I'm inclined to agree with Betty it seems more likely to be Pomaderris betulina subsp. actensis
