The leaves make me think this is Spanish Lavender, which can become a bad weed. Maybe check for flowers or old flower stems before removing

Crushed leaves would smell of lavender. If you can't get it out by the roots, break the branches off as low as possible.

Oh - of course. This looked so familiar, but was so out of place in this particular piece of bush. We did crush the leaves, but could not smell anything strongly? Thank you.
