User's notes

Not confident of ID. Characteristics other than in photos are: tussocks to 2 m tall, pith continuous, culm diameter 2-3 mm, cataphylls to 23 cm, involucral bract to 24 cm. Growing in small wetlands, sometimes in shallow water.

Influenced by your suggestion, I revisited the NSW and VIC keys and descriptions, plus I remembered a key characteristic (hard culm), and am suggesting Juncus brevibracteus.

Still not comfortable with the ID.
Juncus brevibracteus usually occurs at higher elevations than this (by about 300m), in subalpine habitat. Juncus usitatus not a good match: usually at lower and lowland areas, it tends be shorter, culms are narrower and soft.
Juncus sarophorus fits habitat and elevation range, and most of size and culm characteristics, except culm colour.

Hmmmmm, another suggestion might be J.alexandri alexandri. I discounted it initally as we are a bit low and the specimen images on Vicflora have this looking a whole lot like J.australis. But, we do have hard, mid-green culms and continuous pith......

I do know that J.alexandri does occur at lower elevation, largely in frost hollows. I myself have only ever seen it high up amongst snow gums, either above or nearly above the treeline.
