See Alisma plantago-aquatica (Water Plantain) from the (downhill) creek line.
Maybe a spent seed stem of water plantain that broke off and was blown around?
I think to remember there was water plantain growing along the edge of the lower dam of the twin dams. I haven't checked the dams and the creek line for a while.

Consider Sisyrinchium rosulatum, it likes wet areas and is small, like your photos seem to show. But maybe would not have such long stems shown in one photo.
