This is a common coastal species but in the ACT is recorded from less than 10 locations and most of these are pre-1960 records

Your photo is not too clear, but the nearest I can guess is Cyperus congestus (a long shot), see

I thought it was too big for Cyperus eragrostis and I reported it because someone else reported a native Cyperus about 5-6 December. I can't pin down the sighting number because I am on borrowed wifi.

The location of your sighting is quite a way from the river and might need adjusting.
I found a sighting of Cyperus lucidus on 4th Dec. It looks quite similar and was in the Cotter area. See:

Is that the one?
It looks pretty close to me so I will suggest it.

I have corrected the location to the river edge. It might not be the exact spot along the path, but that's my phone.
