What constitutes as a feral cat? Are we wanting reports of only cats that really appear unkept, or would any roaming cat that I encounter count?

If I recall my lecturer correctly, a feral cat is one that has no interaction with humans whatsoever. A stray and domestic cat will roam a suburb, and ne fed by people, but a feral will flee and do all its own hunting.

Thanks guys, good to have that clarified. By that definition, I think this one will count as a feral cat, but none of the other cats I photograph on the way back from roost counts
