Interesting, and it may well be A. exsertus, but difficult to tell just from photos of the leaves. A. exsertus is certainly found on the southern slopes of Black Mountain, but flowers in Autumn. A. collinus, the other known species in the ACT and a lot less common, is just finishing flowering. So its interesting that one of your photos appears to show a developing (?aborting) flower stem.
I really don't know what was happening. There were a few with stemlets, but the majority were just leaves with no other distinguishing features. All I could deduce was the genus.
