This region is too far inland and outside the distribution range of X. concava, the leaves also appear too narrow for this species and flower spike characteristics and crown shape do not correspond with X. concava.

I agree with Poa sp, but probably shouldn't assign a species. Poa lab is associated with wet areas and seeps, but that doesn't mean it can't and won't occur elsewhere.
