I thought this was Poa labillarderei but the habitat seems wrong - dry slopes towards top of rocky hill.

I agree with Poa sp, but probably shouldn't assign a species. Poa lab is associated with wet areas and seeps, but that doesn't mean it can't and won't occur elsewhere.
