This case was well above my height, placed on the underside of one of the main branches coming off the trunk.

I haven't a clue what this is, but I don't think it's a scale insect.

Could be a felted scale Lachnodius sp. see page 122 my book.

Found something similar on a planted eucalypt in my neighbourhood in Brisbane. Ended up being a Eurybrachidae (planthopper) egg sac.

They do look very similar except that Lacnodius is generally in colonies. There are other pictures of Eurybrachid egg sacs on the internet and of the laying process. So I confirm ther latest ID.
