Artemisia verlotiorum is invasive and an environmental weed in Victoria and some parts of New South Wales, see: https://keyserver.lucidcentral.org/weeds/data/media/Html/artemisia_verlotiorum.htm It has not been recorded in the ACT for over 30 years. Michael Mulvaney has suggested to Park Rangers that it be eradicated.

It is definitely not a Cassinia, and very different from any Conyza species I have seen. I looked at images of Conyza bilbaoana, but they are not close enough.
Since it is so different I would like to get a positive ID. Am happy to collect a specimen to do so.
