With two blue segments on the abdomen that, in my mind, narrows the field down to three candidates: Common Bluetail, Inland Ringtail, and Eastern Billabongfly, but beyond that I'm not sure, unless Dr. Perkins would like to offer an opinion. Kind regards, Roy.
Agree with Roy. But it doesn't look like a ringtail to me. I'd punt for Eastern Billabongfly based on vague sense of narrow abdominal bands, but image isn't sufficiently clear to be sure.
