At the height you mention, the non-woody Hypericum gramineum is a possibility. Its flowers are less than 10 mm diameter.

Perhaps it is - there is certainly a lot of the taller woody variety in nearby fields, this was in a more shaded area.

Petals of Hypericum perforatum flowers are 7-12 mm long - a much bigger flower than Hypericum gramineum. This is very obvious in the field, but difficult from a photo unless there are field notes or a ruler in the photo.
