Extremely unlikely. That species only occurs on the far south coast. Possibly Leucochrysum albicans var. tricolor, though the buds in that are usually coloured. I need to see stems and leaves.

More likely than Leucochrysum. However the outer bracts in Rhodanthe anthemoides are pale brown with a purple midrib. The buds in this photo show no sign of colour.
