The leaves look like Scutellaria but the flowers are extremely aberrant. I cannot see an upper lip at all.

I thought the absence of an upper lip was due to age. According to Flora of the ACT "... the lip later falls to expose narrow lower lip and receptacle ...". My other photo was out of focus but did show one red upper lip so I will return and try to get more photos even though it is late for flowers.

Serves me right for not checking the ACT Flora before I commented. I suppose it was because I "knew it on sight". A trap.
