Seems to hairy for the local Poa, leaves too fine for the hairy local Austrostipa, so potentially a Rytidosperma. I have seen some similar Rytidosperma under Brittle Gum and Scribbly Gum out near Goulburn. I probably won't be able to provide an ID until I find something similar in the field myself.
