Yes, I'm not sure as to our preferred approach either. Moths of Victoria (Part 7) give detailed guidelines, however they are not conclusive as regards the commonly used Cleora species. For example their Cleora displicata aligns with their 'Cleora sp.(2)'.
Yes the hindwing marking are not right for those species, and we already have other identified sightings which correlate with this one being Cleora (genus). See CNM Sighting No 4421403. The shape of specific markings on the forewing near the base as used by NoV to separate the species in their detailed notes for identification are indistinct in this specimen.
