I am not really happy with the ID above, though I cannot think what else it could be. The stems are not triangular so not Exocarpos strictus, which is suggested by the habit (overall look of the plant). There is no sign of teeth or leaves on the stems, so not Casuarina or Callitris, not that the habit suggests either.
